Originally created as a way for hololive fans to make fun of nijisanji (due to the percieved idea that Hololive's popularity was unreachable), anons soon found out things were actually far closer than they anticipated. After an initial chaos and a lot of hurt feelings, people began to realize how thrilling and fun it was to see who would get the highest stream peaks, regardless of the winner. Of course tribalfagging continued, but it became more ironic and based on banter opportunities than actual seething.
Over time a medal system was developed to properly rank the infinity of data being thrown in the threads.
This medal awarding works on cycles of 24 hours starting from 12:00 AM JST; all vtuber stream's peaks in that period are taken into account using 3rd party sites, and a Final Tally of the Day is posted once midnight falls on Japan, including in it all chuubas that managed to get over 10.000 concurrent Viewers (CCV). The top 3 are awarded a Gold, Silver and Bronze medal respectively, and a new cycle begins. In the same manner, a record is kept of the gold medals awarded, and at the end of a month, the agency (or indie) with the most gold medals "wins" the month, with a special prize called "Gold of the month" being given to the stream with the most CCV in that timeframe. This repeats in the smae way to declare a winner of the year.

Despite claims of intense schizophrenia, /#/ remains the best place to find out about what every single vtuber is doing, regardless of status, employer or the like, since there's always at least one anon who will keep everyone up to date in case an event changes theusual numbers, which has led to some ttreating /#/ as a news center of the vtuber world.
