Friendships are made and advice is shared in what has become a happy and friendly general on an ohterwise evil board. The Balkan region is known for it's diversity in types and levels of Slav people, and Slav Intellect. A region whose residents simply can't get along with eachother for various historic reasons, a region that is corrupted and behind western standards some 20 years because of that.
