Here we go. 56 teams total.
First stage is the pool stage, where all 56 teams are divided via arcane process into 7 pools of 8. These pools are double elimination: the final two teams qualify for the knockout stage. 13 games per pool, 91 total.
The knockout stage features 14 teams, so byes are required. The top two teams overall from the pool stage (done by: wins before penalties > GD > GF > RNG) get byes. The rest is standard. 13 games (plus third place I guess makes 14) total.
Add it all up, that's 105 total games for all 56 teams, 55 games less than the current total. That's almost an entire elite cup's difference.
Notes: draw was done completely randomly due to DM laziness. Pools would be more balanced if I bothered to make a better draw system, but that's just a detail. Another detail: when I was doing this I noticed a fuckton of rematches in the second loser's round, but that's an easy fix, you'd just flip the order of the first loser's round games.
