The dates for the 2020 4chan Winter Cup are as follows:
Aesthetics Export Deadline: January 9th, 23:59:59 UTC
Tactical Export Deadline: January 10 23:59:59 UTC
Draw: January 12
Group Stage: January 17-19, 24-26
Knockouts: February 1-2
Rules:
Winter 20 will be played on PES 2018 and will use the same ruleset as Autumn 19, with the following exception: The green height system will be altered to now allow 6x 194cm (non-medal) players, 5x 185cm players, 6x 180cm players, and 6x 175cm players. In other words, you will have one 194cm non-medal player replacing one 180cm player.
Also, a reminder if you weren't paying attention to the Autumn 2019 rules update on aesthetics: A tactical export will now be considered invalid by the rules if submitted without custom in-game faces created for every play without a Blender model (i.e. a box/cardhead, a head model, a full body model, etc.) in their corresponding aesthetics export with the exception of one allowed non-customized player (a Placeholder-kun) given proper justification. If you are unsure if a player will have a model in time, please give them a custom in-game face just to be safe. If you are fielding a team of box/cardheads, it is encouraged that you give them each unique pictures rather than use the same image for all of them.

Teams that need to provide new POI for Winter must contact QD at their earliest discretion to do so before the Aesthetics Export Deadline listed above in order to play. Teams with valid POI from Summer 19 (or alternatively from July 2019 onward) may submit new POI but are not required to do so at this time.

Use these as foundations for building your aesthetics exports for Winter 20 if you do not already have one in your possession or the one you have is more out-of-date than these. If and when using these, it is your responsibility to make sure they are properly updated and corrected for use in the current cup.
