Location of tagging templates

I noticed you moved the {{Incomplete}} template on Software to the bottom of the section. I put it on the top since this is what e.g. Wikipedia usually does with stub articles; do you disagree with moving it to the start of the actual section it affects? This way it's ambiguous whether it applies to the last heading or the section. —Koala (talk) 00:59, 24 July 2015 (UTC)
