The third iteration of /vt/'s board league-vitational. To be held 6 months after /vt/ League 2 and hosted by winners, 
/HiRyS/.
The winner will have a stadium made and it used as the home stadium for /vt/ for the following cup they play in.

General
- The Organizer reserves any and all rights to adjust rules as needed for the benefit of /vt/ League
- PES21, patch 0.06.2 NOT FINAL
- Universal player height: 185cm
- GGSS Medal System (99 for Golds, 88 for Silvers, 77 for non-medals)
- Players with Registered Position "GK" cannot be medals
- All Silver and non-medal players will have 92 in Finishing and Header stats, with 88 or 77 in every other stat respectively
- Players with Registered Position "GK" cannot be medals
- Autopilots only, most tired Non-Medals subbed at 65' - simple Pastebin instructions will be allowed
- The Organizer reserves the right to adjust any Pastebins deemed to be too complex
- Nightlies are not allowed
- Random player conditions
- "Switch Preset Tactics" must be on in a valid Tactical Export
- 23 player roster size required
Cards and Tactical
- Team Roster must have at least 1 Goalkeeper, with registered and playable position at GK only
- 'B' positions are banned for all players
- Golds may have up to 7 cards, Silvers and Non-Medals (excluding goalkeepers) may have up to 9
- Goalkeepers may have up to 3 cards
- All cards, including "trick cards" are counted towards the limit
- Non-free cards may be exchanged for additional A-positions or COM Playing Styles
- Silvers and Non-Medals may have 1 free additional A-position
- All players may have Playing Styles for free
- Gold players may have 1 free COM Playing Style, Silvers may have 2 free, and Non-Medals may have 3 free
- A player designated as the Team Captain may have an additional free card, COM Playing Style, or additional A-position
- Players with Registered Position "GK" cannot have additional A-positions
- "GK" cannot be an additional A-position for any player
- Golds and Silvers may have 4/4 Weak Foot Usage/Accuracy, non medals to have 1/3
- Injury resistance to 3 for all players
- Form 4 for all Non-Medals including GKs, Form 8 for all medals
- No player may have more than 10 cards (COM Playing Styles excluded)

Auxiliary Rules
- If PKs are reached, Gold-Silver-Gold-Silver order will be used, ordered by condition. Then ordered by condition for midfielders, then condition for defenders, and then the GK.
- Players that have the "PK Taker" card will be put after the Medal players, regardless of position.
- A player that receives two yellow cards, or a red card, will be suspended for the following match.
- Cards are only cleared after the end of the group stage, quarter-finals, and semi-finals.
- A suspended player, regardless of medal status, will be replaced with any player that can play the same position as them.
- If this fails, the Organizer reserves the right to adjust the suspended player's team's tactics to allow for a valid formation.

- Cards are only cleared after the end of the group stage, quarter-finals, and semi-finals.
- If two teams have the same meme/player on their roster, it is the duty of the latter signed-up team to discuss and adjust their roster with the earlier signed-up team's management.

- If an agreement is not or cannot be reached, the Organizer will adjust or replace the player on the latter signed-up team
